Location: Bacau, East Timor.

Situation:

Australian Special Forces are working in conjunction with Timorese police operating under powers invested by previous elected government. They are tasked to locate and identify leaders of the East Timor Syndicate a small but ruthlessly powerful criminal gang known to be supplying weapons and logistics to several militia groups in the region. Mobility troop from 3 Squadron SASR based in Perth Western Australia have been dispatched to East timor’s capital city Dili in the North of the island where they will work closely with the Timorese Police elite ETRRF (East Timor Rapid Reaction Force) to locate and cease all Criminal and Anti government activity. As a secondary objective they have also been tasked with removing or eliminating targets of opportunity from within all guerilla factions.

History:

In 1999, East Timor was granted Independence from Indonesia, and was governed by the UN until 2002 when President Pablo Fernandez won the first democratically held elections. However, President Fernandez' regime was dogged from the outset by continuing allegations of corruption. Additionally, East Timor saw high levels of poverty, compounded with chronic unemployment. All of this, coupled with high crime rates and the remnants of armed insurgents left from before independence led to high levels of civil unrest. In September 2008, Government elections were accused of being rigged, with the Presidents party (The East Timor People's Alliance - ETPA), the Bacau Socialist Independence Party (BSIP) and the Timor Liberal Party all claiming victory. This hasled to a complete lack of centralized government and breakdown in law and order (what little there was), with East Timor rapidly heading towards failedState Status.

Intel:

Sergio Xanana Leader of BSM (Bacau Socialist Movement) Paramilitary wing of BSIP (Bacau Socialist Independence Party) The BSM are extremely well equipped Guerilla group self financed through the smuggling of drugs and conflict diamonds. Suspected of carrying out numerous high profile attacks in the past five years against the then elected government.

Jose Guterres

Leader of PPF (Pancasila Popular Front) A pro Indonesian militia funded by the Indonesian military to keep the region destabilized forcing East Timor to come under Indonesian rule in the same way as West Timor.

East Timor Syndicate

Leaders Unknown:

Willing to seek profit from either side during this latest conflict. Known to be procuring weapons and logistics for the highest bidder. suspected of involvement in people trafficking linked to PPF and providing support, weapons and logistics to extremist groups in Indonesia and Africa
