In light of recent claims of an international council of revolutionary leaders i am placing as priority one task for all agents the job of amassing as much intel as we can find in this so called council.
From what we already know we can expect these members to be high ranking officers in existing groups or smaller breakaway groups with collateral such as the Bolivian Cronk rebels. I already have certain Intel which suggests their leader Kesus hylandre has such collateral at his disposal and has negotiated his way to the table.
I believe this council is nothing more than an attempt to draw media attention away from the atrocoties these groups have, do and will continue to inflict on the free world. If they are succesfull in their attempts to legitamise their actions through political means then we will face on our own doorstep the terror we see in trouble spots across the world every day.
I intend that we will put a stop to this charade as soon as possible and it is for that reason i order all agents to get the information we need to bring down this council or even better turn it upon itself and show the world that animals must not be allowed to sit at the table of Democracy.
Ladies and Gentlemen i care not what it takes but i will see this puppet council on its knees by any means necessary.

We have intercepted communications between who we believe to be Kesus Hylandre and an unknown source in Germany.
it would appear that Hylandre has in his posesssion item or items that have sparked a small bidding war across eastern europe with at least three sources in the old eastern bloc showing much intrest.
My team strongly feel that whatever he has he gained during his actions in Mexico city. We are working on confirming the IDs of the eastern bloc contacts although we do have one name which i think may be worth further investigation Dimitri Kavoe. His name cropped up during the Novreniya incident last year he had repeated contact with Alexander Vaskorov in the build up to Vaskarovs attempted theft of a Russian suitcase Nuke from the Novichney program.

As far as this IRC (Council) we at present have no leads other than Hylandre himself and from what weve managed to see so far he is working without the knowledge of the council which could mean he is running his own Ops under the councils radar which provides us an oppurtunity to exploit them sooner rather than later.

Very little is known of these two yet but Surveillance teams are watching them.

Saieed Mohani

Born and raised in Saudi by oil rich family. Educated in UK at various schools and colleges including masters in finance and economics at Cambridge.
Returned to Saudi for three years in 1994 and dropped off radar in 97.
His name cropped up during an investigation into the Sandton Complex seige in Johannesburg South Africa two years ago. It was thought he may have aided the terrorists in areas of funding to launch their operation.
As you may remember the Sandton Complex seige was carried out by the Angels of Adedewe a group known to be under the control of General Azear in his attempted coup in Africa. The logic here is that if he was involved then then there is a good chance he still is now.

I have confirmed Intel stating he has made several calls to known members of the IRC (International Revolutionary Council) in the last month and is at present residing in Southern Spain in a small mountain just outside sevilla. Its possible he is running the Money train from there and will therefore have clear access to any number of cells


I will meet up with Dimitri in Turkey en-route to Spain.
i spoke with him in Afghanistan on sattelite phone yesterday and he has picked up some good leads on the Germany shooting it appears he was not the only person asking questions in Paktia recently lots of locals claim to have seen or spoke with a man they all identified as a Russian unfortunatly no photo to ID him as yet but Dimitri has made some good contacts in the area even managing to infiltrate into local taliban group where he gained acess to Leuitenants running local groups.

He feels its likely one of these Leuitenants must have taken a picture of the man at some point if they met. He himself has been photographed by at least three different security concsious leaders in setting up meetings so it would make sense that this Russian has had his picture taken by someone and before he leaves Dimitri intends to find out which.

As per your instruction we have followed up on the suspected money train  AgentKJB1797 picked up on.
I was tasked to source the identity of possible link in the chain Ahmed Bagwar.
Information thus far on Bagwar is sketchy  as to his whereabouts & recent movements however my intel has lead me to the following information:
Ahmed Bagwar An African Muslim last know residency was Chad, although of west African birth, Bagwar spent his adult years in & around Chad. Fluent in French makes him an ideal European Agent for the big players in Africa – links thus far have recovered documents & transcripts with a possible link to Mohammed Hussein a name reportedly behind the Trouble in N’djamena Last year.
Last sighting was reported to be in Perpignan close to the French Spanish border.
If this guy is part of the money chain his role is obviously from France through Eastern Europe.

Fayed Taliq (Hot Trail, Eyes on)
Taliq is a Shi’ite Muslim from Alhufuf based on the Persian gulf side of Saudi. This guy is the eastern European link in the chain through to the Middle East & Afghanistan.
Taliq was an Aid to the Saudi royal family & was a know money mover & deal breaker for them, his last active involvement saw him in a payout deal to victims of terror activity as the saudi’s tried to protect a well known & documented Afghan Family. The Saudi’s settled by way of large payouts to families of victims of terror to keep out of court & the press.

Taliq was also a middle man in the rivalry over the oil between the Afghans & the Saudi’s, Taliq would be the pay off man, striking monetary deals to keep the afghans at arms length from the Saudi oil.

He broke service in 2004 when it was reported that the negotiations & deals he was making usually included an additional million here & there for himself & he was accused of embezzlement though non of the charges against him stuck.

Since 2004 he has kept his ties with underground factions in both Saudi & Afghanistan and across the middle east.

If the money train is dealing with the opium & arms trade through Afghanistan & back to Europe, then this target is priority number One.

Last eyes on was leaving Germany for the Czech republic. Which indicates movement to either Russia or he is heading home towards the Middle east.

As we have more focused intel on Fayed & an eyes on situation- agent KDM1529 requests permission to vacate Germany for the Czech Republic, whilst our lead is still hot.

We have maintained 24 Hr human surveillance on Mohani residence for the past three days including Audio and Visual electronic surveillance.

Mohani: Yes sir all is ready the Villa is only twelve Kilometers North of here so once i collect you  it should take no more than thirty minutes to get there, during that time i can update you on our operations here and we can discuss the course of action you would like to pursue in light of the new information i possess.

UNKOWN CALLER: Good work brother as ever you have prepared well so i will see you tomorrow at the usual meeting point.

Sir we have located a possible location for the Villa mentioned in the conversation twelve Ks North of Mohanis house here. Its a remote single story structure set low in a valley next to a small river. I have already dispatched the Red team you sent out here and they have confirmed movement within the Villa.

I am at present preparing to take my team into the house during the meeting to arrest and detain any members of the Hawalla (money train).

Contact was made & verified, that done we got on with the matter in hand, I gave her the intel we had thus far & she confirmed that a contact of hers Stepanek Rohlicek may have some intel for us. I have checked out the CV on this guy.
Intel thus far is that Rohlicek has contacts with the Czech underworld & has been working undercover for some time now & is considered deep undercover, he is prone to going dark and is a bit of a renegade He is currently investigating human trafficking & prostitution rackets in Eastern Europe & their global paths,though authorities are dubious as to weather he has been dark for too long & believes he has actually turned into his cover.

Agent KLC1866 also confirmed to me that she had sighted Fayed Taliq in Praha 1 this week.
He is obviously using the busy tourist destination  Prague to move freely & conduct business in a less obvious manner amongst the hustle & bussle . Our agent here has photo’s of him meeting a European Looking Gentleman in a Black Mercedes Benz C Class with blackened out windows & also a Arabic looking gentlemen on two separate occasions,Packages were exchanged in the form of envelopes, this is all we have at this stage. we already know from his previous that Fayed is a player that will take some cream for his own pockets.. it appears nothing has changed. I am planning to use his weakness to lure him to us.

I have arranged to make contact with Rohlicek this week to see if his contacts can make a meet with Fayed On a cash deal basis.

I will need access to cash to pay off Rohlicek and possible cash to agree a trap for Taliq. Can you telegraph funds to my account so that I may set up the meet.

interviewee: Commander Jock Booer head of field operations SI7

Brokenhurst: Commander Booer can you confirm for the record the nature of you operation in Sevilla

Booer: The Sevilla operations intentions was to monitor and attempt arrest on high profile controllers of the Hawalla.

Brokenhurst: Could you please clarify for the committee the nature and purpose of the Hawalla.

Booer: Hawalla is a a banking system used by the International Revolutionary Council to transfer funds anywhere in the world at a moments notice in any currency. The system itself is ancient and has been used by many groups over the years most recently by Al Qaeda.

Brokenhurst: Could you please describe your actions leading up to and during the raid on suspect Saieed Mohani's villa.

Booer: A telephone conversation between Mohani and an unknown caller was intercepted by SI7 surveillance teams. The conversation refered to Mohani and unkown caller attending a meeting at a remote villa in the area the following day and from comments made by Mohani we were able to identify and locate the villa. A red team was dispatched to the villa and surveillance was put in place.

Brokenhurst: and what information did this surveillance yeild commander Booer?

Booer: it became apparant that this meeting was being held to discuss the final details of a large scale purchase by the IRC. What they are trying to by i do not know but the sum total of payments is thirty two million U.S dollars so i feel strongly that whatever the item to be purchased it will not be to the benefit of western society.

Brokenhurst:And it is at this point you gave the orders for tactical teams to move in on the villa?

Booer: yes sir it was my belief that if these men left this target we could lose our surveillance on them in particular the unknown caller who from conversations in the villa appears to be the main broker of this purchase so i gave the order for tac teams to enter the villa and arrest all suspects.

Brokenhurst: could you please describe your actions during this assault ?

Booer:The tactical red teams moved in from the south and the east while myself and a four man team moved from the west. Due to the villa's location any approach from the north was impossible due to the villa's design setting it into a sheer cliff on the north side of the property.
The two red teams made entry on their sides and a gunfight errupted as my team entered on the west. We crossed the patio area and entered the villa through the west facing patio doors where we immediatly engaged the enemy i fired my pistol killing an armed suspect entering that room as the rest of my team moved in to control the targets. red teams confirmed one kill and two wounded suspects on the first floor of the villa. Once secure the red teams moved into perimeter security as we began preliminary interrorgations of suspects.

Brokenhurst:Could you describe what happened after the assault?

Booer:Villa perimeter was secured by Tac teams as my team searched the property which is where they discovered a large weapons cache under the floor of one room and a vault room containing a large sum of money total worth about sixteen million in various currency.
We were then ordered by HQ to extract the suspects to a pre arranged safe house and await extraction back to the UK which is what we did. We had entered the Villa just after 03.00 Hrs and all suspects were arrested and in holding house awaiting pick up by 08.00 that morning. extraction took place as planned at 18.00 Hrs that eveing and all suspects including the two deceased were transported back to UK.
