Operation New HorizonCombat Mission, 16/17th MayLocation: Dili, East Timor
Situation:Following Australian SF Intervention in Maliana, and Diplomatic Intervention at a governmental level Indonesian plans to annexe East Timor have been put on indefinite hold. Furthermore, The Pancasila Popular Front have found that their funding by the Indonesian government has been cut whilst being listed internationally as a terrorist organisation has put a squeeze on their remaining finances - effectively rendering them non operational - apart from a handful of die-hard fanatics.
The security situation in Dili is now reasonably stable, thanks to the Presence of Australian Peace keepers and UN stabilisation forces. An interim coalition government & constitution has also been formed in the run up to elections on the 16th May However, Dili is far from a bed of roses. Electioneering has been passionate and marred by political violence at the grass roots of all of the main political parties. Although the Bacau Socialist Party (BSP) was popular during the recent struggles, more liberal parties have more popular policies, and despite the BSP currently holding the interim presidency, it is not guaranteed that they will hold the presidency after the elections.
The East Timor Police, despite ongoing training by UN stabilisation forces remain woefully inadequate, badly equipped and still riddled with corruption. A handful of die hard PPF supporters are determined to disrupt the elections with the limited resources at their disposal. A breakaway faction of the now disbanded Bacau Socialist Movement (BSM) who have called themselves the Contingent Bacau Socialist Movement, and who have disassociated themselves from the Bacau Socialist Party. The Contingent BSM are fervently against Australian Intervention in East Timor, following deaths of their comrades at Australian hands, and have sworn to carry out attacks against Australian & Foreign targets.
Furthermore, the East Timor syndicate remains active in Dili. The east Timor Syndicate is obviously concerned that any restoration of law and order in the region will significantly impact their operations. Whilst the handful of remaining active service PPF personnel as well as the Contingent BSM's emergence remain good for business, the East Timor Syndicate are obviously keen to keep a handle on the ongoing success of their criminal activities.
Mission:SASR: Assist the East Timor police in providing security and allowing for the elections to take place. Carry out intel gathering operations to identify anti government groups and their command infrastructure. Locate arrest and detain members of the East Timor Syndicate criminal organisation responsible for the supplying of weapons and trafficking of contraband items such as drugs and diamonds.
Contingent BSM: Carry out insurgent attacks against Australian security forces inflicting losses heavy enough to cause them to rethink their involvement in theregion.
PPF: Launch operations to destabilize the capital by targeting the election process and carrying out insurgent attacks against local population.
East Timor Syndicate: Take advantage of current situation in Dili by increasing the availability of weapons to either of the rebel factions in the region. The continued conflict will mean large scale profit for the syndicate as oppose to the elections taking place which will surely mean increased scrutiny at the ETS operations here and abroad. Should the opportunity arise specialists should be supplied to rebel groups in order to help them achieve certain objectives
