But now he pops up here smack bang in the middle of this Kampala problem i feel its too easy to say coincidence and so id like to request permission to push the matter further. I was able to follow him as he left the Airport last night and have confirmed he is staying at a local hotel in the city i would like to divert part of the surveillance team to his residence and see what we can find out.

Apologies for delay in this Sit rep.
i trust you were happy with the outcome in Kampala and from what i have  heard on back channels it seems the TFB boys gave the Rebels a serious Bloody nose.
Once we saw the Herc on final approach me made our way out of the area and i took up the surveillance of  Saieef al Ussan who as i mentioned before was staying at the Grand Hotel in Kampala central.

As soon as it became evident to the locals that something was going down at the Airport, Ussan quickly packed up ready to leave and we were able to follow him as far as a small airstrip 12K outside the city where he boarded a private helicopter and departed immediatly.
I was able to a little snooping around at the strip and found that the company which owns the aircraft Ussan left on belongs to a holding group based in Ndjamena. i have forwarded the details to HQ so they can find a link if there is one.

One piece of  Intel i gained there was that Ussan had been at the airstrip three days prior to us spotting him at Kampala Airport. He had delivered several large crates marked with diplomatic seals. These crates were loaded into the Helicopter which was then placed under 24 Hr guard.

People here at the airstrip think the Heli was registered for a flight to Chad and so if this is the case we have to ask the question of what is inside the Diplomatic crates?
i have already sent a team forward to start gathering Intel and i intend to follow just as soon as i finish up here.
Im going to visit the only person we saw Ussan communicate with during our surveillance of him here and see if i can get any answers regarding the Helis destination and cargo.

In my opinion he is either re -routing his section of the Hawalla or he is attending to supply routes for whoever he is working for.
the trail for this one cog in the chain is massive so he is a mere pawn the bigger picture! i have managed to record some of a conversation he had although most of the transcript is inaudible i did manage to pick up a name unsure weather its a first or last name but MOHAMMED was definatly mentioned as was the CHAD!

i have tried to book in to the room adjecent to his, but he has booked out the whole floor and also the room directly below & above, he is covering his tracks well, which suggests he is upto something big!

Jeffery in light of the recent devolpments in our operation against the IRC's Hawallah i thought it best to bring you up to speed.

Having dispatched agents to  Ndjamena at your request to assist with the supply route problem,( i trust you are happy with the outcome) my men picked up surveillance on Saieef al Ussan who you will recall as one of the election candidates in the Chad last year. Weve always had our suspicions regarding his true motives but after the election he dropped out of site untill recently when my agents spotted him in Kampala.

We believe he has headed for the Chad and he has in his posession a number of sealed diplomatic crates. My theory is that he may be involved with the Hawallah and is infact moving the funds around under diplomatic cover.  At present i have a number of agents either in or on the way to Ndjamena and another has remained in Kampala to locate and question a possible lead on Ussan. He will proceed to Ndjamena depending on the outcome of the questioning.

Im going to need somebody in British HQ in the City who will be able to assess any Intel that comes its going to have to be somebody we have used before. Maybe we should use McCormack  he seemed more than competent enough last time.

Foreign secretary as im sure now your well aware the news of last weeks incident in the Congo has broke into the media spotlight and as im sure you will recall this is exactly what i warned against when you bought this proposal to me last month.

If the press get hold of the truth regarding Strategic Solutions involvement in the action to place the DBR in power in Katanga you me and the rest of this administration can wave our careers and possibly our freedom goodbye.

I have confirmed reports from the Special forces who went into Mboma that the DBR have been moving from village to village carrying out recruitment raids the same as they did there. The aim of these raids it would seem are to wipe out any official opposition in the form of prominent villagers and also to recruit the children and young adults into their for lack of a better word their Army.
It is with this in mind that i urge to hand command of this operation over to myself and SI7 we have in place a number of contingency plans to regain control of this situation without threatening the saftey of the N'djamena deal which got us here in the first place.

As i final note Foreign secretary i would like to remind you i was in this post before you were promoted from the back benches and i WILL be here long after you and your boss have gone back so when i say i urge you to hand over command im sure you understand the gravity of my words. Good day gentlemen i trust you are all up to speed on this situation but i will briefly recapp our present posistion.

Al Joueef was captured by Strategic Solutions in october during the fighting in Katanga capital of Congo. At first his reason for being in the city during the battle was unclear but through methods of interrogation provided to us at camp Georgia by our American friends we now appear to have all the facts. It would appear Al Joueef was sent to katanga by IRC highrarchy to supervise the security of the Halwallah or what was actually left of it after Coalition forces hit the bank in Nd'jamena in August.
We now know that Joueef himself was wounded in a car bomb that detonated outside his residence the night before our PMC (private military company) entered the city itself. Our local sources informed us of the situation and every effort was undertaken to gain possesion of Al Joueef a task which was carried and with uptmost proficency by our Mercs.

Jumping forward now to his interrorgation Al Joueef at first resisted all methods as his training had taught him but after a week of conventional methods we transferred him to Camp Georgia which for those of you without full clearance is a secret camp at an undisclosed location funded and ran by the Americans and they employ some of the most ingenuitive and disturbing methods for the gathering of new intelligence as they like to say.

It is now clear from the sessions and Al Joueefs answers that we have succesfully dismantled the Halwallah and permanantly disrupted the IRCs flow of funds across the world. Now dont get me wrong gentlemen i am under no illusion that they wont be able to restart another Halwallah but bear in mind their funds were cleared out in N'Djamena and again in katanga. I feel it will be sometime before they find new funding to attempt to rebuild what we have destroyed.

Al Joueef has also volunteered other intel that may serve our purposes for the divide and conquer policy we at SI7 have been runing against the IRC and the DBR. It would seem that their are already cracks in the structure that holds these groups together with smaller factions trying to skim the council for a small profit or in some cases a large profit.

We have confirmed facts regarding the details of the Russian made Novichney tactical suitcase that was recovered from katanga. This case is of the same family as the Novichney 17 the CIA's Special Operations Group recovered in Siberia 12 months ago. We can also confirm that it is the same device that was stolen during the attempted coup in mexico city in March this year at this time we have been unable to confirm the ID Number on this device but the tests are saying it dates back to 1976 and carbon tests show it had been in Mexico since the early 80s. Now we are all aware of the fabled Soviet Novichney program and the great bears plan to install tactical Nukes across the world during the height of the cold war and many before us have dismissed this as lies and misinformation. But i tell you now i think we could be seeing these devices popping up more and more frequently which brings me to my next point.

The device recovered in Katanga has been hidden away in Mexico for the best part of 30 years we know from Al joueef thats it was lifted by Kesus Hylandre and his Cronk rebels and for some reason witheld from the DBR and IRC. Al joueef has spoken of plans by IRC to have the Cronks wiped out for failing to play by the party rules but our intel shows that he and his men are still active. That means that Kesus at some point either relented and handed over the device to his masters or it means he sold it or passed it on to a broker.
On the 10th of September we intercepted a tranmission between what we now believe to be Kesus Hylandre and his broker a male of Russian or Eastern European origin.
This broker has then sold the device onto the DBR in Katanga and wether this was done with Hylandres knowledge or not is unknown at present.

I will be retasking certain agents to follow this trail and identify the broker himself as it is certainly possible that he holds infromation regarding further devices from this Novichney program.
In the mean time Al Joueef will be transported back into our custody and moved to secure holding location for the foreseeable future.

agent KLC1866 the Ladybird has contacted me with the situation from her end in morocco, she was trailing fayed Taliq & his possible movements within the the Hawalla & the IRC- currently all telephone calls & connection with the IRC appear to have ceased- he does not give any trail connecting him to the Council, since our ceasure of the hawalla, taliq's movements have been very minimal & he has infact gained employment it appears he has opened a resteraunt & seems to spend most of his time there, all trips to europe & the middle east have ceased also.

it seems this figure may have been a hanger on within the Hawalla link looking for more of the cherry, but since the crumbling of this mighty power he has been dropped & vice versa.
Agent KLC1866 requests a retask if possible as this hot trail has fizzled out so to speak,

I think it necessary to keep his lines tapped for a while & an occasional eye on him Sir J. but i feel that the evidence being gained from Al Joueef since his capture from Katanga is leading us to different doors!

As you are all aware by now we have made some major devolpments recently concerning the enemies infrastructure and financing.

the operation to dismantle the Hawalla is now officially over and has been classed as a total success on our part.
A job well done people but its not over yet not by a long shot, we all know the Hawalla can be restarted as soon as they get their hands on some more cash which they could well earn by freelancing and hiring themselves out to smaller or lesser known groups involved in international terrorism and for this reason i am tasking section 2 staff to keep surveillance on those we can confirm 100% as part of the Hawallah. New SIGINT and HUMINT will be constantly gathered and processed and we will act accordingly i WILL NOT allow those animals to begin transfering funds in our back yard again so trust me when i say our response to any Hawallah Intel will be swift and severe.
We will maintain operations within UK and mainland Europe aswell as Chad and the Congo in Africa.
We have given the DBR and the IRC a seriously bloody nose in the past 6 months but do not for one minute think we have seen the last of them they will be licking their wounds and waiting for the time to strike back and i have absoloutly no doubts that this country will be right at the top of the hitlist so lets keep sharp and maintain this advantage.

Ladies and Gentlemen as im sure you are by now aware there has been another attack this time in paris during heavy shopping. No one has publicly claimed the attacks yet but WE have recieved an authenticated message from the Knights of Azear.
KOA have claimed responsibility for planting four Peugot 405s along Champ Elysees and Rue De Rivoli and detonating them at approximatly 14.30 Local time. Each car was loaded with a unique blend of explosives favoured in the Middle East and North Africa.

Designed by unknown persons and used specifically in car bombs where there is a specific target rather than the intended collateral damage incurred by more traditional devices. Similar devices were used in Nd'jamena during the summer in the build up to Azears Execution and those are our first recorded evidence of this type of device. This would lead us to beleive that the idea was conceived and created in Chad by one of the many Rebel Bomb makers operating there.


First device A suicide car went off at 14.31 effectivley Blocking the Northen end of Champ elysees each of the other devices was then detonated by remote control at 8 minute intervals ending with the explosions outside the Louvre this it would seem was a well planned move to disable the other accessible routes in for emergency services.
They claim it was planned that there would be no casualties in paris and this attack is meant merely to inform us and by us i mean the United Kingdom specifically that the Knigts of Azear are coming.

We received a video message from the group less than 15 minutes after the attack where the leader calling himself UDABI made a promise to bring this country grinding to a halt and then onto its knees before they dealt the death blow.

This could mean chemical or biological attack or even Nuclear.

the video clearly shows pictures in the background showing intended targets in the UK but this could of course be a bluff. Nevertheless we will check each and every lead speak to each and every source to stop these attacks happening.
All agents are authorised for the duration of this situation to carry personal weapons at all times and also lead agents are required to have ready acess to rapid reaction kits 24 hours a day.

As you know i have been keeping an eye on our Algerian friends over in Wimbledon its been pretty quiet untill Approx 15.30 this afternoon when my second shift surveillance team intercepted an outgoing call from Iqbal to an as yet unkown other party. the call mentioned specific timings and locations for what we believed to be some kind of cache. As you may be aware i dispatched teams to the Cache in Sheperds Bush and just heard back from them 15 minutes ago.
My teams arrested 6 suspects one of which is thought to be a high roller linked to the Tenerife attacks. Suspects were in process of loading weapons and explosives into a removals truck and detailed plans for detonating the truck loaded with 200pounds of plastic explosives on London bridge tommorow at 17.30 Hrs.
Im almost at the scene now and will update you accordingly. I have also informed relevent Police and a cordon has been erected around the bridge with vehicle checks in progress

sorry for the delay Sir weve been on the go since we got to the scene yesterday. There is a serious problem with this situation. Dimitri checked out the explosives and he estimates a maximum 28% chance this device would of detonated when triggered. This is coming from a group who in the past 3 months have carried out multiple operations across Europe and now they arrive in UK to carry out their campaign of Affliction on its intended target and their about to send two hundred pounds of incredibly cheap low grade plastic explosives with a 28% chance of success to hit one of the major landmarks and potential terror targets this country has to offer. Imagine the effect it would have to bring that bridge down in such a way and yet were meant to accept that these people would perform in such a sloppy manner and sacrifice the oppurtunity to strike at the heart of this nation. I think the tower bridge attack is missdirection we should be looking at bigger targets if they use the bridge as a decoy WHAT is their true target?

We have Iqbal and his friends contained at the Farm and i will be heading out there shortly to begin phase two of questioning. My team is following up leads gained from other intel we found in the truck and in the Sheperds Bush address but so far none of what we found is panning out as reality.

Me & the team Landed in N’djamena Using our cover of the sixty minuets issue, getting past our boys from blighty was hard enough, the troops out there are young & pretty much on edge constantly, but N’djamena since the departure of the DBR & the power share now in place is like a bloody wild west town,

At least the DBR managed to keep order even if it was with an Iron Fist. The place is almost a no go zone, anyway we talked our way in & managed to hook up with Narcsisus and secured a safe house on the west of the city.

I made my presence known when my size nine boot found his backside & once I gripped his throat & pressed my face into his for as long as I could stand the stench of his rotting mouth, he knew I meant business & had not travelled this far to drink tea & smoke the weed with him!

After some fine british persuasion I managed to drag out of him that the IRC were not affiliated with the K.O.A. he is from our little chat still very much on the outside of the circle in the IRC, he referred to the head only as the “Chairman” & confessed to not being privileged enough to know his name or identity, as they operate an inner sanctum & hierarchy Policy.

He did say that the IRC have no ties to the KOA & are against the terrorist acts & are currently busy with trying to appease the DBR who feel they have been shafted by the IRC since Katanga, it appears that the KOA are a backlash for what has happened to the DBR & the way in which the West has used the IRC as a puppet. To cut the string on its own!!

Narcsisus also said that the IRC are still actively persuing the Mexican over Nuclear arms of some sort, they have strong suggestions that the Mexican Hylandre has gone behind their backs & dealing with a eastern block broker?

Our guy in N’djamena did have some knowledge of the KOA but confessed ( as he was wired to the mains) that he had some intel for us that he overheared  as a rumour at an IRC meeting.

The KOA are running a campaign which he declared as Affliction, as they are intent on hurting  the west, in particular Britain.
There campaigns are based on past events were the Islamic nation has suffered, this current one planned is based on the Katanga cross, which is reference to the DBR,s Shamefull evection from Katanga.

When pressed on this issue he said that is all he knew it was coded the Cross!
My suggestion is you get our boys in the office to see if there is any link to the mian points in London & if they form a cross of any relevance or look for four main focal points within the city.. as there may be a multiple attack simultaneously across the city.

He said the KOA are seriously extreme & the IRC condemn their acts, hence their step back & lack of knowledge of their actions, the KOA follow all that the IRC stand for & fight for the IRC & their members, yet stand alone from them, ( which I find very hard to believe.
I gave narcissus a plea bargain, I told him he had 24 hours to bring me some further intel on the KOA, otherwise the IRC would find out they have a mole in their ranks, & he would be dragged through the streets &!! Well he knew the rest.

The next day I went to another pre arranged safe house, I was worried because we were late due to the red tape, over there apparently to move around the city you have to employ the Defence corps a private PSD company working over there, these guys are on the take wherever thy can get it from, I had to employ them on a decoy mission whilst I slipped off to meet our informant.
Our mole had some quality intel for me,  it would appear that a member in the IRC knows the head of the KOA.
He is a Libyan from Benghazi, was previously part of the private security team of the former president of Libya, his name is Sabir Akil. He has had links to many factions & he learned his trade in the 80’s when libya & palastine were hijacking everything going.

There was no further intel apart from that operation cross is due to take place either Saturday or Sunday in the city of London or four majour cities across the country.
